Not all computers running a Windows operating system are permanently connected to the internet. For those machines, turning the automatic system update on doesn't make much sense. A laptop, which is switched on and used only once a week for instance, is never going to update automatically.

The Windows update must be run manually on these computers.

Most of the time this is a straight forward process, but sometimes a single visit to the Windows update site won't list or install all available updates. This is due to required system restarts between their detection/installation. Some simply can't be detected before other updates and patches are installed, but the installation only completes after a system restart.

The more updates are available for the computer the more likely it is that this behaviour is encountered. Of course, the actual reason is that it depends on what components updates are available for and the way Windows update can detect their required installation.

After a system restart, it is possible that more patches and updates are found and should be installed. To ensure that really no more Windows updates are available/required, the computer must be restarted as often as updates are found and applied.

1. Update Windows.
2. Restart. No matter whether the updater has asked for it or not. Always restart.
3. Check again if updates are available, and if they are, install them.
4. Restart. Again, no matter whether Windows has asked for it.
5. Check again if updates are available, and if they are, install them.
6. Restart.
7. Check again. Only if no updates are available don't restart anymore and continue.

Only by following this procedure it is safe to say that this Windows computer is now up to date and has all security patches and updates applied to it. - Until the next update.
